The Dredging Industry – A UK Regulator’s View

The starting point for any Regulator must be the national and international constraints placed on the appropriate activity and this paper sets out the relevant controls and legislation inherent to this. Early dialogue between the Port Authority or Developer, the Regulator and the Dredging Industry is discussed. The author notes that potentially, benefits may be accrued if the Dredging Industry is brought in at an earlier stage than usual, especially in relation to the re-use of dredged material, and questions are set out that should not be overlooked at this point. Requirements from all perspectives are made clear and the process for decision making by the Regulator is described. Quantities for dredging and disposal are discussed, highlighting the discrepancies in dialogue and concern is levied that dialogue between those who set the conditions and those that meet them may be lacking. Lastly, the paper clarifies monitoring into three types – surveillance, disposal/dredge site and operational, before concluding that any discussions and debate raised from this paper will be welcomed in order to build upon the processes existing between the Dredging Industry and its Regulators.
