A perspective on the implementation and monitoring of EU recovery measures for Irish Sea and North Sea cod, taking into account experiences with stakeholders

The European Union began implementing recovery measures for the cod stock in the Irish Sea in 2000, and the North Sea in 2001, following advice from ACFM about recruitment overfishing, and the need to develop recovery plans. The paper summarises the nature of the recovery measures, the factors that may determine their success, and the problem of monitoring progress towards recovery. The paper describes the reactions of stakeholders sceptical about the severity of action required, but who also have strong expectations about the speed of recovery that are difficult to fulfill as perceptions about the stocks change due to assessment uncertainty. The paper discusses the role of scenario modelling in evaluating recovery plans and monitoring their progress under uncertainty.
