An evaluation of multi-annual management strategies for ICES roundfish stocks

Management strategies that stabilise catches by setting bounds on the inter-annual variability in Total Allowable Catches (TACs) were evaluated for some of the main ICES roundfish stocks. Strategies were evaluated in terms of level of risk (measured as the probability of spawning stock biomass falling below the biomass limit reference level for the stock) and cumulative yield. An integrated modelling approach was used, which modelled both the ‘real’ and observed systems and the interactions between system components. The framework therefore allowed the evaluation of the robustness of candidate management strategies to both the intrinsic properties of the systems, and the ability to observe, monitor, assess and control them.
The benefits of TAC bounds were dependent on the current status of the stock. Under recovery, TAC bounds limit the rate at which catches can be cut, so that the rate of recovery is reduced. This potentially increases the risk of a stock falling below Blim. Under rebuilding plans, therefore, the symmetric bounds examined in this study are inappropriate. Therefore the properties of asymmetric bounds should be evaluated for such cases.
The biology of a stock had significant impacts on the performance of management incorporating TAC bounds. Hake stocks responded slowly to management, when compared with the gadoid stocks. Where TAC bounds were applied, management was also less responsive to fluctuations resulting from large recruitment events.
